Kimberly Goll, Executive Director
Kimberly Goll was appointed Executive Director of the Children and Families Commission of Orange County in May 2016, and first came to the Commission in 2002. Prior to accepting the Executive Director position, she was the Commission’s Strategy and Operations Director with responsibilities that included grant-making and outreach, contract development and compliance and managing the Strong Families and Capacity Building goal areas. With a focus on sustainability Kim successfully developed the Commission’s catalytic contracting model that attracted additional public and community funding support; led the development of a comprehensive capacity building strategy to attract federal and national philanthropic funding; and secured a leveraged funding strategy for Commission priorities. Early in her career she worked for the City of Santa Ana, implementing Federal Empowerment Zone funding. Kim holds a Master in Urban and Regional Planning from University of California, Irvine, and a Bachelor of Arts in Psychology and Sociology from University of California, Davis.

Tiffany Alva, Early Learning Director
Tiffany Alva is responsible for the implementation of school readiness, early literacy and math programs; and using the Early Development Index (EDI) data to foster better outcomes for young children. Prior to joining the Commission in August 2017, Tiffany served as the Early Learning Director at THINK Together and has extensive knowledge and expertise in program development and management. She earned a Bachelor of Science in Human Services from the University of Phoenix. She co-chairs the annual Early Learning STEM Conference and serves on leadership committees for both the national and state associations for the education of young children.

Jennifer Berthon, Staff Analyst
As support staff to the Finance Manager, Jennifer Berthon assists with the day-to-day accounting and finance operations for the Commission. She is responsible for processing invoices, and managing reporting related to First 5 Programs (Cares Plus and Child Signature Program) and the Medi-Cal Administrative Activities (MAA) federal reimbursement program. Her former work experience includes working for the Disneyland Resort as an accountant for the Disney Travel Company.

Sharon Boles, Evaluation Manager
As the Evaluation Manager for the Commission, Dr. Boles coordinates design of the Performance Outcome Measurement System for the Commission, including overseeing evaluation designs, and the documentation and reporting of program outcomes. She collaborates with program leads and grantees to enhance program design and methodology, and performs data quality assurance activities. Over the past 15 years, Dr. Boles’ work has focused on performance management and evaluation of local, State and Federal programs involving at-risk families. Before joining the Commission in 2012, Dr. Boles worked for nearly 10 years as the Evaluation Director for Children and Family Futures in Irvine, California. She holds a Ph.D in Counseling/Clinical/School Psychology and an Master’s in Education from University of California, Santa Barbara and a Bachelor of Science degree in psychology from James Madison University.

Rhonda Esera, Assistant to Executive Director/ Office Manager
Rhonda Esera has been part of the Commission’s administrative staff since 2001. She provides overall administrative support for management, and is responsible for assisting grantees in accessing the Commission’s online data reporting system, including password resets, changes and questions. She also manages documentation of grantee compliance with insurance requirements. Prior to joining the Commission, she worked at Ingram Micro as an IBM and Hewlett Packard product authorization specialists.

Michael Garcell, Finance Manager
Michael Garcell is responsible for the Commission’s budget, long-term financial plan and preparation of the Comprehensive Annual Financial Report. He provides leadership over the day-to-day accounting and finance operations for the organization. Michael is a licensed Certified Public Accountant and a member of the California Society of Municipal Finance Officers (CSMFO) and Government Finance Officers Association (GFOA). He has annually received the GFOA award for Excellence in Financial Reporting since 2009. Michael received his Bachelor’s Degree in Business Administration/Accounting from Pensacola Christian College in Pensacola, Florida.

Lucy Lin, Contract Manager
Lucy Lin leads the Commission’s Contracts team and oversees all contractor, consultant and professional services agreements. Prior to joining the Commission in 2015, Lucy was a Lead Program Officer at First 5 LA managing a protfolio of large public health programs. In addition, Lucy has extensive experience as a litigation attorney. Lucy earned her Juris Doctor degree from the University of San Diego and her Bachelors of Arts in Psychology from the University of California at Berkeley. Lucy has been a member of the State Bar of California since 2000.

Janette Medrano, Office Specialist
Janette Medrano is detail oriented, self-motivated, proficient in office operations, and bilingual in English and Spanish. In July 2017, she brought her store management experience to the position, which is a transferable skill for the Office Specialist duties. She completed her general education at Riverside Community College. Ms. Medrano supports the Office Manager and staff.

Kelly Pijl, Communications and Policy Director
Kelly Pijl oversees strategic communications and legislative outreach for the Children and Families Commission. Kelly began working for the Commission at its inception in 2000. She was formerly the strategic affairs manager for the County of Orange Executive Office. She earned a Master of Public Administration from California State University, Long Beach and a Bachelor of Arts in Communications/Public Relations from California State University, Fullerton.

Nicole Preciado, Senior Contract Administrator
Nicole Preciado is Senior Contract Administrator for the Commission’s contracts team, responsible for the development and administration of assigned contracts, monitoring contractor compliance, and invoice processing. Her areas of focus include the school district contracts and Bridges Maternal Child Health Network programs. Before joining the Commission in 2002, Nicole was a Product Management Analyst for Ingram Micro, where she maintained monthly budgets and reported analysis of the percentage of business done by the configuration team. She earned an Associate’s degree in accounting from Santa Ana College.

Ilia Rolon, Health Policy and Programs Director
Ilia Rolon provides the leadership and management of the Commission’s healthy children portfolio. She directs the development and implementation of effective program and policy strategies to improve health outcomes for children. She has more than 20 years of experience in public health. She has served as CalOptima’s director of stategic development; and as a former consultant to the Commission she was instrumental in the development of the Bridges Maternal Child Health Network and programs to increase access to pediatric primary and specialty care through community clinics. Ilia Rolon has a Master of Public Health from San Diego State University and a Bachelor of Science in health science from California State University, Long Beach.
