Kimberly Goll, Executive Director
Kimberly Goll was appointed Executive Director of First 5 Orange County in May 2016, after serving as the Director of Strategy and Operations since 2002. With a wealth of experience and understanding of First 5 operations, Goll is transforming the organization from a funding resource to a data-driven organization that focuses on building a system-wide infrastructure to support early childhood development. She relies on data collected through the Early Development Index (EDI) that measures child development and school readiness, to inform investments to improve health, education and wellness for young children and families. She is elevating the profile of First 5 among national and state organizations, and encouraging private and public sectors to prioritize early childhood development. Goll serves on the statewide First 5 Association Executive Committee as Vice-President. She holds a Master in Urban and Regional Planning from University of California, Irvine, and a Bachelor of Arts in Psychology and Sociology from University of California, Davis. Goll lives in Aliso Viejo with her husband and three school-aged children.

Tiffany Alva, Early Learning Director
Tiffany Alva serves as the Early Learning Director at First 5 Orange County, a position she has held since 2017. In her role as Early Learning Director, Alva is responsible for the implementation of school readiness, early literacy and math programs. She also has a special focus on the collection and promotion of the Early Development Index (EDI), a validated population-based measure of early childhood development and school readiness, data to foster better outcomes for young children. Prior to joining First 5 Orange County, Alva served as the Early Learning Director at THINK Together and has extensive knowledge and expertise in program development and management. She serves on leadership committees for both the national and state associations for the education of young children. Alva holds a Bachelor of Science in Human Services from the University of Phoenix and a Career Technical Education (CTE) Teaching Credential in Early Learning.

Jennifer Berthon, Staff Analyst
As support staff to the Finance Manager, Jennifer Berthon assists with the day-to-day accounting and finance operations for First 5 Orange County. She is responsible for processing invoices, and managing reporting related to First 5 Programs (Cares Plus and Child Signature Program) and the Medi-Cal Administrative Activities (MAA) federal reimbursement program. Her former work experience includes working for the Disneyland Resort as an accountant for the Disney Travel Company.

Rhonda Esera, Assistant to Executive Director/ Office Manager
Rhonda Esera has been part of First 5 Orange County’s administrative staff since 2001. She provides overall administrative support for management, and is responsible for assisting grantees in accessing First 5 Orange County’s online data reporting system, including password resets, changes and questions. She also manages documentation of grantee compliance with insurance requirements. Prior to joining First 5 Orange County, she worked at Ingram Micro as an IBM and Hewlett Packard product authorization specialists.

Michael Garcell, Finance Manager
Michael Garcell is responsible for First 5 Orange County’s budget, long-term financial plan and preparation of the Comprehensive Annual Financial Report. He provides leadership over the day-to-day accounting and finance operations for the organization. Garcell is a licensed Certified Public Accountant and a member of the California Society of Municipal Finance Officers (CSMFO) and Government Finance Officers Association (GFOA). He has annually received the GFOA award for Excellence in Financial Reporting since 2009. Garcell received his Bachelor’s Degree in Business Administration/Accounting from Pensacola Christian College in Pensacola, Florida.

Lucy Lin, Contract Manager
Lucy Lin leads First 5 Orange County’s Contracts team and oversees all contractor, consultant and professional services agreements. Prior to joining First 5 Orange County in 2015, Lin was a Lead Program Officer at First 5 LA managing a portfolio of large public health programs. In addition, Lin has extensive experience as a litigation attorney. Lin earned her Juris Doctor degree from the University of San Diego and her Bachelors of Arts in Psychology from the University of California at Berkeley. She has been a member of the State Bar of California since 2000.

Janette Medrano, Office Specialist
Janette Medrano is detail oriented, self-motivated, proficient in office operations, and bilingual in English and Spanish. In July 2017, she brought her store management experience to the position, which is a transferable skill for the Office Specialist duties. She completed her general education at Riverside Community College. Medrano supports the Office Manager and staff.

Kelly Pijl, Communications and Policy Director
Kelly Pijl oversees strategic communications and legislative outreach for First 5 Orange County. Pijl began working for First 5 Orange County at its inception in 2000. She was formerly the strategic affairs manager for the County of Orange Executive Office. She earned a Master of Public Administration from California State University, Long Beach and a Bachelor of Arts in Communications/Public Relations from California State University, Fullerton.

Nicole Preciado, Senior Contract Administrator
Nicole Preciado is Senior Contract Administrator for First 5 Orange County’s contracts team, responsible for the development and administration of assigned contracts, monitoring contractor compliance, and invoice processing. Her areas of focus include the school district contracts and Bridges Maternal Child Health Network programs. Before joining First 5 Orange County in 2002, Preciado was a Product Management Analyst for Ingram Micro, where she maintained monthly budgets and reported analysis of the percentage of business done by the configuration team. She earned an Associate’s degree in accounting from Santa Ana College.

Ilia Rolon, Health Policy and Programs Director
Ilia Rolon provides the leadership and management of First 5 Orange County’s healthy children portfolio. She directs the development and implementation of effective program and policy strategies to improve health outcomes for children and has more than 25 years of experience in public health and healthcare administration. She chairs the Health Funders Partnership of Orange County, serves on the CalOptima Member Advisory Committee, and served as CalOptima’s director of strategic development prior to her current position with First 5 Orange County. As a former consultant to First 5 Orange County, she was instrumental in increasing access to pediatric primary and specialty care through community clinics, along with the development of the Bridges Maternal Child Health Network. She continues to work with County and community partners to build the Bridges program into a more comprehensive platform for home visiting services. Rolon has a Master of Public Health from San Diego State University and a Bachelor of Science in health science from California State University, Long Beach.
