David L. Riley, Commissioner
David Riley is the Director of the Orange County Health Care Agency (HCA), a complex and multi-faceted agency with 2,600 employees working in over 100 separate locations. He is responsible for the overall direction and operation of four core service areas: Public Health, Behavioral Health, Medical and Institutional Health, and Financial & Administrative Services.
David has had an extensive career in Orange County government progressing through a number of management roles at the Health Care Agency and at other county departments. Previously he served in senior management positions as HCA’s Assistant Director and Chief Operating Officer, Chief Compliance Officer, Chief Financial Officer, Division Manager for Correctional Medical Services and Emergency Medical Services, and Program Manager for Public Health Clinical Services.
Health care programs have long been a high priority for Mr. Riley. Through prudent fiscal resolve, he has provided leadership to allow the Health Care Agency to maintain essential health care services while living within extremely stringent fiscal requirements. He also worked to establish a community coalition to address and improve access to care for the uninsured.
David holds a Bachelor of Arts degree in Business Administration from the California State University of Fullerton and is a recent graduate of the Kennedy School of Government Executive Education Program at Harvard University.
